Mr Paulo PONG Kin-Yee, BBS, JP (Chairman)

Mr Paulo Pong is the Founder and Managing Director of Altaya Group.

In the arts, cultural and tourism sphere, Mr Pong is the Chairman to the Board of Ocean Park Corporation and the Trustee Chair of Ocean Park Conservation Foundation Hong Kong; the Chairman of M+ Museum Board; a Board Member of WKCDA; the Governing Board Chairman of JCCAC and a Member of Hong Kong Film Development Council.

Mr Pong is also the Honorary Court Member of Hong Kong Baptist University; Vice President of The Hong Kong Chinese Importers and Exporters Association; a Member of Former Directors Committee and Vice Patron of The Community Chest of Hong Kong; The Advisor of the Our Hong Kong Foundation; the Convenor of the Advisory Committee of 21C @JC; and the Chairman of The 11th, 12th and 13th Spirit of Hong Kong Awards Judging Panel. He has been Justice of the Peace since July 2018 and awarded the HKSAR Bronze Bauhinia Star in 2024.

Mr Pong obtained a Bachelor of Science degree in Materials Science and Engineering from Massachusetts Institute of Technology.

Mr Simon WONG Hin-wing, MH, JP (Deputy Chairman)

Mr Wong is the partner of Hermitage Capital HK Limited, a private equity firm licensed under the Securities and Futures Ordinance. Mr Wong is a member of the Anhui Provincial Committee of the Chinese People’s Political Consultative Conference. He is also a member of the Council of the Hong Kong Metropolitan University, the Medical Council of Hong Kong and the Advisory Committee on Enhancing Self-Reliance Through District Partnership (ESR) Programme. Mr Wong is also the Independent Non-executive Director and Chairman / member of the Audit Committees of various public companies listed on the Stock Exchanges of Hong Kong, Shanghai and London.

Mr Wong holds a Master’s degree in Executive Business Administration (EMBA) from The Chinese University of Hong Kong. He is a fellow member of the Hong Kong Institute of Certified Public Accountants, the Institute of Chartered Accountants in England & Wales, the Association of Chartered Certified Accountants, the Hong Kong Institute of Directors, and the Chartered Governance Institute. He is also a member of the American Institute of Certified Public Accountants and is a chartered member of the Chartered Institute for Securities & Investment. Moreover, Mr Wong was awarded the Medal of Honour and appointed Justice of the Peace by the Government of the Hong Kong Special Administrative Region.

Ms Cissy CHAN Ching-sze

Ms Cissy Chan was appointed Executive Director, Commercial of Airport Authority Hong Kong in September 2012. She oversees the commercial development as well as the land and property portfolio of Hong Kong International Airport (HKIA). She is responsible for developing and implementing commercial strategies across retail, advertising, land and property, and aviation logistics. Ms Chan also serves as the Chairman of Dongguan HKIA Logistics Park Investment (Dongguan) Co., Ltd.

Ms Chan has extensive general management experience gained from both local and multinational organisations, with particular expertise in partnership development, strategic negotiations and management of commercial alliances. Before joining Airport Authority Hong Kong, Ms Chan was the Director, Retail Portfolio and Marketing at Hysan Development Company Ltd. Prior to that, she held senior management positions in multinational companies including Reckitt Benckiser (Hong Kong and Taiwan) and Johnson & Johnson Hong Kong.

Ms Chan is a member of the Advisory Board of The Chinese University of Hong Kong MBA Programmes. She previously served as a member of the Hong Kong Housing Authority and Chairman of its Audit Sub-committee.

Mr Jimmy CHAN Kwok-ho

Mr Jimmy Chan is a Partner of Jingtian & Gongcheng LLP and a Council Member of the Law Society of Hong Kong.

He spent 14 years with the Securities and Futures Commission (“SFC”) (2003–2017) and served as a Director and Head of International and Policy of the Enforcement Division. He has twice been awarded the Outstanding Individual Award by the SFC for his efforts on securities and futures appellate work and the Lehman Brothers Minibond resolution in 2005 and 2009 respectively.

He studied law at the University of Hong Kong and obtained further law degrees from University College London (British Chevening Scholar), Harvard Law School (Harvard University-Hong Kong Jockey Club Graduate Fellow), and Peking University. He is qualified as a solicitor in the Hong Kong SAR, a lawyer in the Greater Bay Area (PRC), a solicitor in England and Wales (non-practising), and an attorney-at-law in the State of New York. He is also a China-Appointed Attesting Officer.

Dr Quinton CHAN Yuk-kuen

Dr Quinton Chan is an accomplished public affairs adviser and is currently a partner at Brunswick, a firm specializing in critical issues. He has over 30 years of experience in journalism and public affairs. Quinton’s work has been recognized with numerous industry awards, including the Journalist of the Year award from the Society of Publishers in Asia.

He is also an executive committee member of the Hong Kong Press Council and a member of the Economic Policy Committee under the Hong Kong General Chamber of Commerce.

Dr Chan graduated from Hong Kong Shue Yan University, holds an MA in Communications from Simon Fraser University, Canada, and a PhD in Hong Kong Studies from the University of Hong Kong.

Mr Humphrey CHOI Chor-ching, MH, JP

Mr Humphrey Choi holds a Bachelor of Arts in Accounting and is a chartered accountant with 40 years of professional experience. He is a member of both the Institute of Chartered Accountants in Scotland and the Hong Kong Institute of Certified Public Accountants. 

Mr Choi has extensive experience in audit, advisory and capital markets, with a focus on technology, information communication and media sectors. He began his career in 1987 with one of the top professional accounting firms in Glasgow, Scotland. After three years, he relocated to Dubai, where he worked for two years, before returning to Hong Kong in 1992. He became a partner of the firm in 1997, and was the Vice Chairman of the firm prior to his retirement in 2024. 

Mr Choi is currently a director of Hong Kong Microelectronics Research and Development Institute Company Limited and Hong Kong-Shenzhen Innovation and Technology Park Limited. He has also served on various government advisory committees and statutory bodies. 

Mr Raymond CHOW Ming-joe

Mr Raymond Chow had been an Executive Director of Hongkong Land Limited since July 2000 with the responsibility to lead Commercial Property business activities for the Company, including all development and asset management activities of the Company’s premier office, retail and hotel property portfolio. He has over 30 years’ experience in the property market.

Mr Chow is the Chair of Technology & Innovation Council and a founding member for Asia of the Urban Land Institute. He is a Fellow of the Royal Institution of Chartered Surveyors.

Mr Chow graduated from Simon Fraser University in Vancouver, Canada where he received his Bachelor of Business Administration. He was also a graduate of the Advanced Management Programme of Harvard Business School.

Ms LAU Kam-shim

Ms Lau Kam Shim, currently serves as Executive Director of Lifestyle International Holdings Limited and Lifestyle China Group Limited. With over 15 years of experience in retail and corporate management, she has been instrumental in driving the companies’ strategic growth and guiding the development of their subsidiaries.

Beyond her corporate responsibilities, Ms. Lau is deeply engaged in shaping the retail industry both locally and globally. She is a member of the Executive Committee of the Hong Kong Retail Management Association and contributes to the Retail, Culture, Sports & Tourism Committee of the Hong Kong General Chamber of Commerce. She also serves as Chairlady of the Retail Trade Training Board under the Vocational Training Council.

Ms Lau is a member of the Executive Committee of the International Association of Department Stores (IADS), having held the position of President from 2023 to 2025.

Ms Lau holds a Bachelor of Arts degree from King’s College London, University of London, and a Master of Arts degree from Columbia University in the City of New York.

Mr Jonathan LEUNG Chun, MH

Mr Leung Chun has served as a directly elected District Councillor for the Southern District since 2020. He concurrently holds the positions of Vice-Chairman of the Association of Restaurant Managers and Spokesperson for the Hong Kong Catering Industry Association.

Since 2021, Mr Leung has taken up multiple public roles, including Member of the Hong Kong Tourism Board, Convenor of the Business Facilitation Advisory Committee (Food Business and Related Services), Member of the Tourism Strategy Committee, Member of the Major Sports Events Committee, Member of the Harbourfront Commission, Member of the Liquor Licensing Board, Member of the Sustainable Development Committee (2021-2023), Member of the Appeal Tribunal Panel (Buildings), and Observer of the Independent Police Complaints Council.

Ir Dr LO wai-kwok, GBS, MH, JP

Ir Dr Lo Wai Kwok was Member of the 5th, 6th and 7th terms of the Legislative Council of the Hong Kong Special Administrative Region, representing the Engineering Functional Constituency. He was President of the Hong Kong Institution of Engineers in the session 2007/08 and was a Sha Tin District Councilor for many years. He is currently member of the Airport Authority and the Housing Authority, member of Lantau Development Advisory Committee, the Advisory Committee on the Northern Metropolis, the Advisory Committee on Corruption of the Independent Commission Against Corruption and the Construction Industry Council, Honorary Chairman of the Hong Kong Quality Assurance Agency, etc. He is Chairman of the Business and Professionals Alliance for Hong Kong, Founding Chairman of the Hong Kong Green Strategy Alliance, and Past President of the Hong Kong Professionals and Senior Executives Association. He was also a member of the 13th National Committee of the Chinese People’s Political Consultative Conference and former member of the China Association for Science and Technology.

Dr Lo’s expertise and areas of interest cover infrastructure, town planning, environment, housing, technology, industry, education and community service. He has many years of working experience in engineering, industrial management, technology innovation and marketing, and has held top management positions in multinational technology groups in the past.

Dr Xoni MA Kwan-Ki

Dr Ma is one of the few local environmental education and ecology researchers, with his research focuses on the utilization of outdoor education for school environmental education, and also terrestrial forest ecology. He has been involved in the field of environmental education for many years with various roles, which he founded Outdoor Wildlife Learning Hong Kong in 2016, and also being the part-time Lecturer of the Department of Curriculum and Instruction, Faculty of Education, The Chinese University of Hong Kong and the Member of the Advisory Board for Science Unit, Lingnan University.

Dr Ma also designed, coordinated and led different kinds of environmental education programmes throughout the years, with targets such as kids, students, corporates, elders, teachers, environmental education practitioners and the public. With his vast knowledge and experience, together with his significant effort for pushing the development of environmental education in Hong Kong, Dr Ma has received awards and recognition for his achievements, including the 'HKU 2015 Faculty Knowledge Exchange Award' and being the first awardee of 'North American Association for Environmental Education (NAAEE) EE 30 Under 30' in Hong Kong.

He is now serving as a member in several government's advisory committees, including the Advisory Council on the Environment, Endangered Species Advisory Committee and the Education Working Group of Environmental Campaign Committee.

Mr Alvin MIU

Mr Alvin Miu is the Group CEO of MF Jebsen Group, a private company group with interests in tourism, insurance, electronics, automotive, distribution, shipping, and nature conservation. He is also a Board member of the MF Jebsen Nature Conservation Foundation.

In public service, Mr Miu has served on a variety of advisory roles to Hong Kong government. Most recently he was the vice-chairperson of the Social Innovation and Entrepreneurship Development Fund (SIE Fund) (2018-2024) and a member of the Hong Kong Government’s Commission on Poverty. He also serves on the Assessment Panel of the Social Welfare Department’s I&T Fund, and the Labour and Welfare Bureau’s Rehabilitation Advisory Committee.

Mr Miu holds a Bachelor of Laws and a Bachelor of Economics from the University of Sydney, and an MBA from the Wharton School, University of Pennsylvania, and comes from background of management consulting and retail industry.

Professor QIU Jian-wen

Jianwen Qiu is a Chair Professor and Associate Head in the Department of Biology at Hong Kong Baptist University. His research focuses on coastal benthic ecology and coral ecology, as well as deep-sea biology. As an expert in taxonomy, Jianwen has described more than 40 new species, including 20 species from Hong Kong. His current projects study coral restoration, environmental DNA (eDNA)-based biological monitoring, genetic connectivity, and genome-level adaptations. Jianwen has published over 300 scientific papers and has supervised more than 20 research postgraduate students. He serves on the editorial boards of several scientific journals in roles such as guest editor, associate editor, and editorial panel member. He also contributes to multiple government advisory bodies, including the Advisory Council on the Environment (ACE), the Country and Marine Parks Board (CMPC), and the Expert Group on the Conservation of Marine Mammals.

Mr David TANG Chi-fai

Mr Tang is the Managing Director – Property and International Business of MTR Corporation Limited and had held various senior management positions in the Legal and Procurement Division, the China and International Business Division, and the Property Division.

Before joining the MTR Corporation Limited, Mr Tang was Commercial Manager – Hong Kong & China Region, and Deputy General Manager – Hong Kong & China Region for Acciona, S.A. He had close to 20 years’ working experience in contract administration, project management and quantity surveying in the United Kingdom and Hong Kong after starting his career as a Group Trainee of George Wimpey Plc.

Mr Tang is an adjunct professor in the Department of Real Estate and Construction at The University of Hong Kong. He is also a former co-opted member of the Public Private Partnership Projects Committee under the Board of the West Kowloon Cultural District Authority and a former non-executive director of the Urban Renewal Authority of the HKSAR Government.

Mr Tang is a Chartered Surveyor.

Mr William Harry TANG Jiasheng

Mr William Tang holds the position of Executive Director at Peninsula Knitters and has demonstrated a dedication to social and community services.

He serves as a member of the Hong Kong Golf Club Charity Sub-committee, a member of the Hong Kong Life Sciences Society Advisory Board, and a Co-opted Member of the HKUST Institutional Advancement and Outreach Committee. He is also a Member of the 14th Shanghai Municipal Committee of the Chinese People's Political Consultative Conference, the Executive Vice President of the Federation of HK Jiangsu Community Organizations, and the Executive Vice President and Secretary General of the Federation of Hong Kong Jiangsu Youth.

In addition to his role as a professional investor in technology and life sciences, Mr Tang has established deep connections with the education sector in both Mainland China and Hong Kong through the Shanghai Tang Junyuan Education Foundation.

Mr Alexander YEUNG Ching-loong, JP

Mr Alexander Yeung Ching Loong, Vice Chairman of Emperor Group, plays a pivotal role in guiding the Group’s development and injecting innovative concepts into its operations. Emperor Group is a diversified conglomerate with seven companies listed on the Main Board of Hong Kong Exchanges and Clearing Limited. He also is the Vice Chairman of Emperor Entertainment Group and Emperor Motion Pictures, actively expanding the Group's business in the entertainment and cultural sectors, covering various aspects such as nurturing multi-talented artistes in music, film, and television, film production and distribution, concert production, and cinema operations. He is dedicated to promoting the sustainable development of the cultural industries in Hong Kong and Mainland China.

Mr Yeung is deeply involved in social affairs, serving as a member of the 14th National Committee of the Chinese People’s Political Consultative Conference and the Beijing Municipal Committee. He is also a member of the Culture Committee, the Hong Kong Arts Development Council, and the Regional Commander (Kowloon) of the Civil Aid Service, leveraging his business influence for national and community service. He is particularly attentive to youth affairs, serving as a Committee Member of the All-China Youth Federation and having chaired the Hong Kong United Youth Association for the 30th and the 31st sessions. He focuses on assisting young people in overcoming challenges in education, employment, entrepreneurship, and home ownership, creating opportunities for university students.

Ms Ann Chan Wai-yan, JP

Ms Ann Chan has been appointed as the Commissioner for Tourism since 25 June 2026.

Ms Chan joined the Administrative Service in June 1997 and has served in various bureaux and departments, including the Financial Secretary's Office, the Housing Bureau, the Civil Service Bureau, the former Constitutional Affairs Bureau, the former Education and Manpower Bureau, the Chief Secretary for Administration's Office, the former Home Affairs Bureau, the Labour and Welfare Bureau, the Financial Services and the Treasury Bureau, the Commerce and Economic Development Bureau and the former Transport and Housing Bureau. She was Coordinator (Policy Address) of the former Policy Innovation and Co-ordination Office from July to November 2020, Deputy Secretary for the Civil Service from December 2020 to July 2024, and Deputy Secretary for Financial Services and the Treasury (Treasury) from August 2024 to June 2026.

Ir LAU Chun-kit, Ricky, JP

In October 2021, Ir Ricky Lau was appointed as the Permanent Secretary for Development (Works) to oversee public works policy and infrastructure development.

Ir Lau was the Director of Civil Engineering and Development from October 2018 to October 2021, and was responsible for overseeing the strategic planning and the implementation of various reclamation, new development area and major infrastructure projects. He joined the Hong Kong Government in 1992 as an Assistant Engineer. Before joining the Civil Engineering and Development Department in 2015, he worked in the Highways Department and the Development Bureau.

Mr LAI Kin-ming, Mickey, JP

Mr Mickey Lai joined the Agriculture, Fisheries and Conservation Department in 1996 and rose to be a directorate grade officer in 2015. He was Assistant Director (Fisheries) of Agriculture, Fisheries and Conservation from 2015 to 2021, Deputy Director of Agriculture, Fisheries and Conservation from 2021 to 2024, and has been serving as Director of Agriculture, Fisheries and Conservation since May 2024.

Under the leadership of Mr Lai, the Agriculture, Fisheries and Conservation Department is committed to facilitating production and sustainable development of Hong Kong’s agriculture and fisheries industries; managing government fresh food wholesale markets; conserving flora, fauna and natural habitats; managing country parks, the geopark, special areas, marine parks and the marine reserve; protecting endangered species; promoting animal welfare; and controlling animal and plant diseases.
